This came up in a issue with a QBI user:

One QuickBooks client when invoiced using QBI always resulted in no taxes being applied, even though other QuickBooks clients invoiced using QBI would show taxes for the same items.

Determined what was occurring was that the QuickBooks client (in the QuickBooks client entry screen) had a default setting to be exempt from taxes via a specific customer tax code that over-rode any items tax settings.

Once this specific customer tax code was disabled for this client, the issue was fixed as future invoices than correctly showed taxes for taxable items.
