Moving User "Notification Settings" to a Global Area

I have not solved this issue myself yet short of walking each user through the set-up one-by-one… Can we alter the user notification settings outside of logging in as/with the user to alter them. I am referring to the settings to allow Aya to notify AyaNova users of new workorders, closing contracts, etc. To be able to set these or at least portions on a global level would be great (ie texting to phone global suffix “@pcs.rogers.com” all they do is add cell number) or being able to have all new users have certain notifications already setup (ie non-schedulable users have pop-ups on events or emailing on events, schedulable users have text messaging and email on workorder changes). I know some of these abilities will require a restructure of the user information but they would make administration of users much easier
